New Curfew Phase Information Just Announced

Around 30 minutes ago there was a conference where they announced the next steps to opening up after the lockdown. For those of you who can’t read Arabic, I’ve tried my best to summarize things until the official English text is published. There might be mistakes below, nbut it should be helpful until the official English comes out.

Basically what the government has done is gamified things, which I like. Imagine the lockdown we just completed as Level 0, we did it for 3 weeks and we passed. Now we move to Level 1 where we get more privileges and a partial curfew. In three weeks we will be evaluated, if we do well we move to Level 2, if we do bad we go back to Level 0 and start all over again. The better we do the more stuff we get. Here is how they’ve divided things to the best of my ability to translate:

Level 0 – Full Lockdown
What we just completed.

Level 1 – Free from 6AM to 6PM
We get mosques, restaurants (delivery and drive-thru), courier and delivery services, laundromats, fuel stations, private clinics, garages, car washes and car dealerships.

Level 2 – Free from 6AM to 9PM
We get banks, malls (10AM to 6PM), 30% of government and private sector, retail stores, restaurants takeaway, parks.

Level 3 – No curfew
We get 50% of the government and private sector back to work, hotels and resorts, Taxis with 1 passenger, Friday prayer at mosques.

Level 4 – No curfew
We get more than 50% of the government and private sector back to work, dine in at restaurants with social distancing, public transportation with social distancing.

Level 5 – No curfew
We get diwaniyas, social gatherings, weddings, events, gyms, conferences, hairdressers, spas, sports and cinemas.

In addition, I read that Farwaniya, Hawalli, and Khaitan will remain in lockdown. But, there is a bit of lack in clarity because I’ve heard it’s just some blocks that will be locked down, and I’ve heard that whole areas will be locked down.

Once an official English version of the above comes out I’ll update the post. If you read Arabic here is the PDF they presented during the conference.

Update: According to Kuna, Level 1 starts on Saturday

Update2: Arabic Kuna seems to contradict English Kuna. Arabic Kuna says Level 1 starts Sunday (31), English says Saturday (30). Great…

Will restaurants be allowed to operate in the areas that are under lockdown? Could someone help me out!!!

I live in Jleeb, When the isolation started on April 6, A lot of local restaurants shut down because they were not allowed to get their supplies from outside the area or their suppliers were not allowed inside the area. Only few restaurants were able to have their supplies and remain open.

So, to answer your question, I think the restaurants will be allowed to operate but if they are unable to get their supplies, they have no choice but to shut down

I hope they release a map showing which areas are under lockdown to avoid the language barrier.
It says Maidan Hawally block 10, 11 and 12. Does that mean Salmiya block 10 and 12?
So basically the bulk of expat areas are still under lockdown?

Its good to note the each “Level” has a 3 weeks evaluation period, and at the end of this period we can go back or forward a level depending on the progress and instruction following

There is news that 6 cities including Farwaniya will stay in full lockdown. Is it true? If yes what services will be available?

We r totally gutted as we r locked up since three months as we r from the isolated areas n now we have to face three more weeks 😭it’s unbearable now my kids r sacrificing thr precious time . many families in our areas followed the rules n regulation of the government properly. We did not step out at all for last three months. So going back to phase 0 will b most frightening thing, we can’t take it anymore 😫😫😫

You have mentioned the level 1 and 2 details incorrectly. It should be like this

Level 1 – 6PM to 6AM
Level 2 – 9PM to 6AM

I just hope level 1 still applies to currently & newly isolated areas coz I’m on the edge of freaking out walking for just 2hrs a day… there is a bit of a conflict here coz 1 source – Ayman Mat is saying level 1 is for everyone but KuwaitUptoDate seems to think Jleeb still deserves punishment!

But, I think it would be foolish to not implement this unilaterally because otherwise it doesn’t make sense… Jleeb & Mahboula will be entering there 3rd month of isolation which is just crazy…

I wonder why the landlords aren’t taking this up with the government coz several people here have been without work for that same period… We were on reduced rent for the past 2 months but I have a feeling the people will be demanding a rent free period now coz we’re all almost out of cash!

As per KUNA – Kuwait imposes 12-hour curfew as of May 31 (6:00 PM to 6:00 AM ). Then Isolation for Farwaniya, Khaitan, Hawally, Jeleeb, and Mahaboula.

Question: For those area mentions above as isolated means we still need to follow Level 0? Thanks.

yes that is my question also… keep us in isolation but atleast let us go to level 1!

Is salmiya under the full lockdown ? Cause I heard people saying it is .. please clarify

From what I am reading in various websites, Isolated areas will be placed under full curfew like level 0. Non isolated areas will have curfew from 6 pm to 6 am.

I am staying in one of these isolated areas and I was expecting to get back to work on may 31. I was getting bored af but i had hope it would end on may 30. I don’t know how i am going to spend my time in these upcoming days at home

I am unable to edit my previous comment. The websites i was referring to has changed their statements. They are calling it ‘lockdown’ instead of ‘curfew’ for the isolated areas. I think the people there will be allowed to go out from 6am to 6pm as long as they stay within the area

What if I want to get my family member back to kuwait? Did they ammouce when will the return flights open tentatively?

One of the questions from the press was about flights, the answer was completely vague and only mentioned repatriation flights and some outbound flights are operational.

I assume that pet stores can deliver from level 1, but what about pet grooming services?

i don’t think that’s a priority on their list right now. they didn’t mention it and i can’t see it on the list. doubt anyone even thought about pet spas when they were working on the levels. vets should be open though.

When they say Midan Hawally… which blocks in Salmiya they mean .. is it block 11 only or more?

Does not include block 10, 11 and 12. On a side note, when they say block 10 do they mean the area towards the 5th ring road, cuz thats so far from Hawalli I’ve never heard it be called Maidan hawalli. I’ve always know Maidan Hawalli as the area in front of Kebabji all the way down to Hawalli.

Can the people in mahboula go out during 6am to 6pm within mahboula or we are in same 22hrs curfew?

no idea, i’m not even sure if mahboula is even part of the lockdown honestly. i can show you 3 sources that don’t mention mahboula and 3 that do. there is so much lack of clarity.

Block 9 is the area including Al Salam mall, and it’s under lockdown?
So mark you are getting a lockdown extension?

Mark it says maidan hawally with block 10 11 12…. technically madian hawally does not have block 12 and 10 it has only 11 with ref to rkuwait times…. please clear if im wrong

I dont think it is level 0. People from that areas can move around within the area

In lockdown areas you can be out after 6am till 6pm. As long as you stay in your area. Meaning people in Hawally need to stay in Hawally area.

Instead of Isolating Farwaniya and Jleeb separately, Why can’t they just combine and isolate these two areas as one whole area? That would save a lot of security resources and manpower.
And also the people in these two areas will not be too bored being stuck in just one or two blocks

Government closed till June 20… Taxi’s to open on July 12?

I just wish they start giving all the people waiting for there Civil ID’s there cards so they can just leave to there respective countries whenever there turn comes up…

Unlike us the citizens are blessed & can live without jobs for years I don’t care but mine & many people’s lives have come to a stand still because if this…

We have already registered with our embassies but may be prevented if we don’t have our cards at the airport… Or may be we can apply for emergency certificates I’ll take that option too!

It is there dream to watch us go so lets gift them an exodus! This pandemic has shown a lot of things we just didn’t want to acknowledge earlier but now I have realised that some places & some people are just not worthy of your commitment or appreciation…

What a disaster… I sincerely hope that come Sunday I will atleast be able to buy a decent meal from a local restaurant or order a delivery from outside… These overall measures have been preventive at best but seemingly unorganized & unplanned the most!

Let’s go over the facts shall we? Large majority of expats have still kept their jobs despite not working with many receiving full salaries while sitting at home. Many of those who have been affected have had their rent was reduced, deferred and even cancelled. Free healthcare and 3 meals a day for infected expats locked in their residence. Millions of dinars in charity raised specifically for affected expats, majority of which was donated by citizens, all of which was happening at a time when oil prices hit rock bottom and stayed there for months. And you’re sitting here bitching and moaning about what again?

The facts are as follows:

Large majority of expats have kept their jobs not because of the charity of the employer, its just easy to furlough them for the time being and resume later than to hire and fire. And among this large majority only a lucky few are being paid their full salary and the majority is on unpaid leave.

Rents are not reduced for the majority. Some landlords have, and some landlords have not. There have been zero intervention from the Kuwait government regarding this and the tenants are at the mercy of the landlords.

Well if you starve those infected expats, what do you think the international community will think? There will be concequences.

Where are those millions of dinars in charity? People in Mahboula and Jleeb and struggling to get even basic needs fulfilled. There is some intervention. But it’s not nearly enough.

Now with 90 percent of the expat areas locked down, how are these people going to survive another 3 to 6 weeks?

These areas are under lock down because they are over crowded. But who created these over crowded ghettos and created this situation? Expats? It’s the greedy Kuwaitis and the landlords and the people who love exploiting their cheap labour who brought all these people here and created this explosive situation.

So who is bitching and moaning now? Get out of your comfy nanny-fed bubble and show some empathy. Thats the best thing some of us desperate people venting on this forum can wish for atleast.

Like seriously all that people see is only the bright side (which is very much limited) of what is happening for the expats. Why don’t you see it from the perspective where most of them are still suffering. I personally know many who haven’t got their April month salary, Some have been told to resign, and some still told to pay the rents despite knowing their situation.

Yea a resident of Jleeb here let me go over some facts with you too… & they aren’t many… Just wat I saw everytime I got out of the house…

Partial curfew till 4pm – Jleeb NOT in isolation…

1. Rise in beggars in streets… (Block 4)
2. Panic buying
3. The man/woman with a car is King!
4. Food distribution – Random/Unorganized & Irregular
5. Rent reduced

Partial curfew till 4pm – Jleeb in isolation…

1. Beggars a routine now… (Block 4)
2. Panic buying with every new news
3. Sewage water spilling on to the streets (Block 4) – reported once… Fixed also… But back again!
4. Food distribution here & there… No news no announcement… They just come & go… Those who get it get it…
5. Reduced rent

Full lockdown – 2hrs walk – Jleeb in isolation

1. Panic lines for gas fill-up … One instance witnessed by a friend in the line… Police using batons coz some nearby truck with bread had its door opened while moving & people just rushed to loot…
2. Women carrying gas cylinders during the day… You have to wonder wat the flashy & shiny Tahoes the police use are for?
3. People desperate for food… Running around trying to locate if theres a distribution going on… Personal incident – Me being asked if theres one going on coz they saw the plastic bag I was carrying while going back home from my friend’s place…

I’m not bitching I am frustrated… I am fortunate & thank Allah I am not that desperate like like people I saw… Yes I am on reduced rent but that is not from the goodness of the landlord’s heart but through negotiation & I am expecting to go rent free from this month on…

Those getting full salaries – good for them but I have been out of work for 2 months & I am not alone… This is the picture you need to wake up to…

I know you guys give out millions in charity but where that money goes I have no clue coz I haven’t seen a fils being spent here…

Yes there was food distribution but irregular & unorganized… U wanted to be charitable you should have designated spots all over Jleeb’s various blocks, put trucks there full of food for everyone everyday instead of men running around looking for them from 1 block to another… I saw boxes in some people’s hands everyday… But it could’ve been much much better!

Things are calm & people have gotten used to it but please don’t accuse me of bitching… Its just that the Virus has opened a lot of people’s eyes to things they simply didn’t imagine possible here & I just happen to be one of them!

I live in Jleeb and I want to raise awareness about fake beggars/scammers. Don’t get me wrong, There are actual beggars who really need help. But I recently came across a fake beggar, He said to me he has nothing to eat and has no money and living in a bus. I immediately offered to buy him food from a nearby store. He paused for a minute and came up with excuse that he needs cash and not food because he lives in a bus has nowhere to store food. Now, If i was a starving man, I wouldn’t hesitate to accept when someone is offering to buy me food. He may or may not have been truthful but something just felt off

Just a suggestion to all those above with valid queries, I feel we should all wait for further clarity today, (Friday) and Saturday as there’s still time to tie up loose ends before 31st! 💪🏻

I don’t get it. The whole world has started moving on and lift the lockdowns and curfews. Why are we the only ones getting more strict about this virus? The cases will not magically come down to 0. There may never be a vaccine, People are still dying from flu every year. Time to move on. What will the government do if the cases do not reduce? lockdown the country until next year? How many people/families and businesses will go bankrupt by then? Who is going to compensate them?

If you have been working exceptionally during the curfew, you will continue to do so. Work for the private and government sector will start at level 2 with up to 30% capacity, unless asked to go to work to prepare for level 2. The oil sector is excluded from this rule, and may start work from Sunday if necessary up to 30% workforce.

How block-10&12 are called maidan hawally is beyond me. These guys just make up shit as per their convenience.
I’m guessing they will make supermarket passes available for these localities. Except for some tiny co-ops, there are no supermarkets in these areas. Big difference between locking down an entire area and just a few blocks.

So is Salmiya block 10 & 12 also called Maidan Hawally ? Does that mean Salmiya block 10 & 12 are under lock down ? Can someone please clarify ? It’s very confusing !

from what i understood, Maidan Hawalli Block 10, 11, and 12 are Salmiya Block 10, 11 and 12. Don’t know know how Block 10 and 12 are Maidan Hawalli, and I also don’t know why they didn’t just say Salmiya Block 10, 11, and 12.

There’s a lot of stuff unnecessary given priority… masjids and drive throughs in level 1 🤦‍♂️

Does this mean customers can go to any supermarket in any location henceforth during the non curfew hours and the need for booking an appointment etc. is over?

Please keep us posted regarding this news confusion. There is no block 10 and 12 at maidan Hawally. Only block 11..salmiya has block 10 to 12….and is maidan Hawally block 11 included in the said total lockdown?

MOI is supposed to release a statement today giving further clarification on which areas are on full lock down and which areas are on partial lock down . This is especially because of confusion concerning Maidan Hawally Blocks 10 , 11 & 12.

The way a friend who is a long time resident of Salmiya explained it to me was ; Salmiya is technically is a 12 block city within the Hawally Governate. Kinda like what Jeleeb is in Farwaniya.

Imagine if you will a weird shaped box square box; Use the corner exit to enter the 4th ring road opposite the Millennium Hotel as your starting point , head all the way down to the traffic light opposite the Al Salam Mall turn right head all the way to Red Tag, continue right to the next traffic light and exit on to Mugera Bin Shouba Street , head all the way to the traffic light opposite the Apollo Clinic turn left on Amman Street right to the end and exit onto to the 5th ring road and make your way back to the starting point at Millenium Hotel exit on the 4th. Everything within this weird shaped box is considered Maidan Hawally Block 12 and is technically still under the full lock down per the new update released yesterday

Block 11 is basically the same weird shaped box . Only diff is your starting point would be the entry point to the 4th heading to Jahra ,continue down the 30, exit onto Baghdad Street continue all the way to the traffic light at the end of Baghdad Street, exit right towards Al Salam Mall ,exit again right all the way down market street right past Dampa Lounge down to the traffic light opposite the Burgan Bank, continue past the lights onto the 4th past the petrol station and make your way all the way to the starting point which is the exit point heading to Kuwait City from the 4th . All the streets and buildings within this box is considered Maidan Hawally block 11 and is technically still under the full lock down per the new update released yesterday

Block 10 – Same weird shaped box . Starting point is entry point to Amman street from the 5th continue to the end of the street exit right past the traffic light opposite Apollo clinic onto Mugera Bin Shouba Street continue to the end of Mugera Bin Shouba Street past the Boulevard on your right all the way to Hawally Passport Office Round about turn right on to the 5th ring road exit and head back to the starting point which is the entry point to Amman street from the 5th. All the streets and buildings within this box is considered Maidan Hawally block 10 and is technically still under the full lock down per the new update released yesterday

The way your friend described all of it is wrong or you misunderstood.

Salam Mall is Block 9. Burgan Bank, Dampa Lounge, Tampopo and the whole souk is Block 9.

Block 12 is right from the fire station at the end of 4th ring road, down Amman street all the way to the 5th (it would be the whole right side)

Block 11 is the whole area left from the fire station at the end of the 4th.

Block 10 is the area on the left after taking a right at the fire station at the end of the 4th.

My guess is Maidan Hawally is like an area nickname, don’t know the origins of it or what areas they are exactly, but it’s similar to like Jnoob Alsurra, which doesn’t exist officially by name but contains AlSalam, Alsedeeq, Alzahraa , Hateen.

They have been planning new stuff since March 12 and none of these plans have worked. I highly doubt this plan will work
