Getting government related paperwork done can be such an emotional roller coaster. I got a new passport yesterday and all I had to do was move my residency from the old passport to the new one and the processes was just so exhausting. I originally went to the Hawalli Immigration office who then told me to go the Kuwait City office who then told me to go back to the Hawalli office. I was like no way, I just came from there and they said I needed to get the transfer done here. I was then sent from one person to another, to another, to another and had to do lots of pointless waiting around before I finally ended up in a room by myself with all hope lost of getting my stuff done before I travel in a few days. Then suddenly out of the blue, a guy randomly walked in, looked at my papers, signed them, called someone in another department and then sent me to him to get the papers processed. Just like that by mere coincidence I was done.
It’s insane, you literally have to walk on egg shells every time you get sent to someone to get a signature or a stamp. You have to hope they’re in a good mood, you need to make sure you don’t do anything that might aggravate them like stand too close to the desk or interrupt them while they’re whatsapping. It feels like you need a favor from every person you need a signature or stamp from. I hate it.
On the bright side, not sure if many of you know about this but there is a half decent government website with information and forms you need to get various jobs done. It’s the Kuwait Government Online website and the section I’m talking about is called Citizens & Residents. Check it out [Here]

Omg I cudnt believe the coincidence that you posted this today, I had to do the exact same thing today and I have been dancing between the immigration office to foreign affairs to fingerprint offices, I just need to trasfer my residence from my indian to portuguese and its still not done and the experience has been hellish.
Good luck with that I have heard its pretty hectic to get that done!!
Mine was a pretty straight forward process.
1 – Go to Immigration with supporting your attested NOC’s from both embassies along with supporting docs including a application from your company stating nationality change (make sure you’re NOC’s are attested by Foreign affairs before you do this)
2 – Get the application stamped and signed by the cop upstairs and proceed with this for fingerprints in your relevant governate. Collect the report back in a week’s time.
3 – Give everything back to your company mandoup who will proceed transfer of residency within a day or two.
I take it you went to Immigration without attesting your NOC’s in the first place?

Not to rub it in, but to do immigration paperwork done in Dubai is so easy and as a woman, we have a woman’s section which also the bomb. If Kuwait spent a week at the immigration office in Dubai, they would know how to organize their system. Oh, did I say the word system? The only downfall is the typing centers which are run by sub-continent workers, that is a nightmare. The equipment is modern and there is a LTC who walks around the workers making sure they are doing their job if you go to the men’s section.

An American Visa is still valid even if it’s in an expired passport.
It’s a government office and this is the same everywhere in all countries.

The RTI (right to information) Law. If anyone faces impediments in any government or private or public private partnerships (PPP) models, all it takes is a 10 Rupees Non Judicial Stamp Paper and voila 30 days you get your reply and subsequently your work is done too!
There have been cases where pay or wages of such erring and inefficient staff have been withheld by the State government (New Delhi) just because people have filed RTI’s.
Please see I mentioned people not citizens in my comment – reason being expats in India (a good number) can file RTI’s too!

One blessing of my workplace is that they take care of this paperwork for you.
The government website is great; but only if you use Windows. if you are like me and want to use their services and are on a mac or use Chrome, good luck. Try checking your fines for traffic. It does not work from e.gov.kw, but at least it works if you go to moi.gov.kw.

Someone should start a company or something specialized in wasta. They charge a small fee and all your work is done from one place. That is the solution i see in the current scenario since the whole system cant be changed, we can use wasta as a plugin that makes everyone but us happy.

I must be lucky. My wife and daughter have had no problems either renewing or transferring residency to a new passport. She says she’s done in 15 minutes and finds the “Ladies of Ahmadi” to be pleasant. Can’t speak of personal experience as my Company has a guy that does all that.

Go to the Indian embassy and ask about the body counts connected with construction work here … if you really want to find out what goes on in Kuwait, go to Hawalli where women are made to sit outside the contracting offices till someone comes by and selects one they want for a maid. From a well known Kuwait I got these words ‘yeah sometimes policemen come, pick a girl, and return her a while later.’ And im only going to say policemen cus you dont want to know who else does that.

well my friend – you should know – in Turkey where I stayed, the hotel said they do NOT allow Kuwaitis at the hotel and tonnes of bars and pubs in the area I frequent don’t serve GCC citizens.
Thailand has stopped direct flights between Kuwait and Bangkok because they can’t be arsed to have obnoxious people around all the time. And london btw, don’t know if youve heard – but they let in ANYONE :P.

that being said though, I think the woman who handled my Civil ID the last time I was in the Public Authority of Civil Information office in Surra was immensely sweet, helpful & courteous. off topic, I loved her Betty Boop collection too.
As an expat, every time I need to get some official paperwork done for me of the family, I end up getting the jitters, butterflies etc in my stomach. I get so nervous, I’d actually feel like puking! I always worry about them wanting some new paperwork that I don’t have etc etc.. or worse, some rule change that was not there previously! Luckily some form or the other things get done, living on a prayer mostly!

I stopped dealing with these people long time ago; now I am willing to pay a mandoob 30-50KD to get the transaction done for me. Not the cheapest, but peace of mind. The civil ID and passports picked up and dropped off at my house. I even forgot how the immigration place looks like.
Regarding the goverment websites, last month I’ve checked to find out what is required to renew a driving licence. When I went with the documents listed on the website, they asked for 4 more and when I asked them why they don’t mentioned all of them on their website the answer was that the website is only for Kuwaitis (even though in English). ALSO, I was told that I came too early because mornings are reserved only for Kuwaitis and 2-6 PM for expats.

do not go early next time gal.just take your time, have a brunch and when the clock shows 15:00, go there with your documents 😉 it is that simple 🙂

My father took 8 months to open his business in Kuwait due to all the paperwork.
When he went to Dubai to open a branch there he opened it in 2 hours. He thought the receptionist was joking when she said come back in 2 hours and all your paperwork will be done but when he did come back he was all set.
Whenever I do paperwork in the U.S. its in and out. Drivers License took less than 2 hours including the computer and driving test. Paperwork for houses at county offices all took less than an hour.
So why can’t Kuwait be like that?

– High cost of living for what you pay
– Lack of compassion, ignorance and respect to others by a large chunk of the population (I’m not singling out Kuwaitis!)

– A government that has all the means to be successful but rather stay stagnant
I’m here for the money and experience (even if not a very pleasant one) and nobody is forcing me but will not come back after I pack my stuff and leave for good. I have lived in seven countries so far in my life and all still hold a place in my heart, for good and for bad and so will Kuwait as it is not all bad.

Yes some maids are jealous, evil, resentful. And some fight back when they are being abused (GOd forbid)
But don’t for a second portray Kuwaitis as generally being a hard working race – your fathers fathers maybe but the last two generations wouldnt know hard work if it bit them on the kaboose. Yes there are Kuwaitis who are proactively getting into the workforce, working long hours, some getting involved in kuwaiti and expat equality, some fighting for labourer rights and some even peeling potatoes in Kitchens far away from judgemental eyes. But that’s because they know that the past has been full of very lousy work ethic and are doing something to correct it. Denial will NEVER be the way forward and throughout history it never has.
And ummm yes Kuwait does have a cradle to grave welfare system. youre just probably too spoiled too realise that thats what it is – you’re probably the sort of person who protested asking the government to pay off your loans. That sort of thinking is what could have destroyed Kuwait if it wasnt for the fair and bright minds around today.
So thank GOd for people like Farah and Sami. And no I am not jealous of wealth. I know some are – but I am actually one of those people that are happy enough with a solid roof over my head, decent food to eat, friends around me and a deeper purpose in life. Money has always gotten in the way of things for me and sometimes I honestly view people with that much money as having a harder time having the quality of life I lead. I don’t envy rich people. I envy happy people, spiritual people, compassionate people because that’s what I am aiming for in life. Yes, people work abroad to earn more money than they can in their home countries. And when the oil runs out in Kuwait, and there is no other source of income, expats will leave, and so will Kuwaitis, because Kuwaitis are human, and humans always migrate for a better living.
In the meantime, why should this stop a rich country like Kuwait from providing a high quality of public services for all its residents? Something that all countries in the world strive to achieve?

Kuwaitis won’t leave Kuwait when the oil runs out. Kuwait’s economy is currently reliant on oil, but it’s not too late to diversify the economy. Kuwait will eventually diversify its economy.
The expats will leave Kuwait soon since the government wants to reduce the expat population. 100,000 expats are set to leave Kuwait every year and the government will start taxing expats or removing subsidies.

You complain about expats, but did you ever ask yourself, why do you still have so many expats? Why do you still depend on them even on jobs that you should know by heart now: How to dig an oil well or build a refinery?
Worst of all, is the angry attitude when someone points these problems out, the answer being an arrogant “if you don’t like it,then leave”. The truth is, engineers from foreign corporations “engineer” everything, and the so called “low skilled expats” do the heavy lifting.
What you call Kuwaiti “Engineers” are just in the middle passing orders between the two, they are redundant really, don’t argue with this, I know.

I love how people complain that kuwait is run by wasta and is corrupt. . Yes I admit that issad truth but doesnt the concept of wasta exist in every country? I know the US system is corrupt even their cops are. High class people get treated better and always get priority and can pull a couple of strings if they know the right people.. thats wasta too. Dont point fingers and judge a country when its like that everywhere. Also, yes there is racism everywhere. Ive lived years in England and the states and have experienced racism. When im with my aunt whos covered people have asked if we’re carrying bombs lol. But yeah come call us racists. Ive been mugged and robbed and touched innapropriately by local people of these countries I live in. I hated myself but I don’t sit and write shit about how shitty a country is because of a few bad apples. By no means am I saying Kuwait is perfect. It does need alot of work and improvement but I can genuinely say that most people try to treat people with respect yes we do have our own bad apples. And by the way, even local Kuwaitis have trouble gettting their work done because unfortunately were just not the most organised so its nothing personal to foriegners. I sense bitterness a d hate and if thats the case seriously why dont you simply LEAVE? Pack your bags and go. No ones holding a gun to your head no ones stopping you just leave.
