What are these flashing lights on the side of the highway supposed to mean? Originally I had heard when they’re flashing it means you could drive on the emergency lane and that they only flash during rush hour. But, they’re now flashing during the evenings even when there isn’t traffic.

Have seen couple of them being put up when there’s some major work going on, on the roads.
Maybe they just forgot to remove them once the work was done !?
Maybe the same reason why police cars drive around with flashing lights? It would benefit them greatly if they explained the laws in English to residents. Communication!
When their on you can drive on the emergency lanes. Their on in mornings and afternoons during regular days and changed their on timings during the holy month of ramadan having them on in the evenings to.
I don’t trust them, it’s probably a ploy to fool people into driving in the lane only to be pulled over and ticketed.

Not certain about the emergency lane thing – there’s a set flashing at the (I think) citybound 40/3rd exit ramp, where there is no emergency lane…

If I’m going to take a guess… I’d say they’re related to that thingy you posted about a while back… the device that measures traffic flow. If this is true, then this light will flash when the traffic ahead is at standstill. I’m making this guess because I noticed this light is installed infront Jabriyah/Hawaly in the direction of Kuwait city. Which is where exactly the road would come to stand still while drivers will be speading not expecting the highway to be at standstill. just a guess.

Emergency lanes are open in the evening in Ramadan from 8PM to 12AM

It is very interesting that there is no conCLU[E]sion as to what these lights are for.
When I first arrived, I thought it was the monitoring of the speed of traffic up ahead. But I haven’t paid attention to them as they aren’t regular or effective.
