Whoever started the fire. The photographer is not to blame unless he was the one who started it or requested it be started so he can take this photograph. Why is this so hard to understand?
Stupid Bad photo and very bad for the environment
The point of the photo is also the exposure on the situation. I doubt it was up to the photographer to lite the tires on fire.
