Can`t stop him. The car is not actually moving or at least looks like. I think the guy just stopped in the middle of the road (this is not a very busy road in Abu- Hassaniah) and just tried to make it look like he`s standing on a moving car.

A car could be going 100km an hour and you can take a photo and have the rims be still not blurry.
Shutter speed for a picture and FPS for a video make rim spinning on a car look inaccurate. Like let’s say the rims rotate exactly 24 times a second and the movie is 24 Frames per second, the rims will look like they aren’t moving.
