Found this driving license from 1961 for sale. It’s number 2061, I wonder if that means there were only 2000 drivers on the roads back then?

In 1961 both my parents had Kuwaiti driving licenses, it was pretty much the norm in Ahmadi. So possibly rather more than 2000 drivers by then.
I think because this is for driving like heavy trucks, it is written on the top left

The license number is 3061 and not 2061.I understand it is sometimes confusing to differentiate between Arabic number 2 and 3 in the hand- written form vs the typing form.
Lost and found should be returned to the original owner. Mr W F Salvin, hopefully still alive, would be so excited to find his old licence.

Takes us back in time to when all official documentation for Kuwait was purely in Arabic- car registration plates, included. We used to face a harrowing time with travel agents and at airport check ins in the non Arab world explaining to the agents there that we did in fact hold valid entry permits for Kuwait; only they couldn’t tell truth from tales.

It has Kuwait in English! Old ones had Kuwait in Arabic and no use of any English letters.
so what? it also has Kuwait written in Arabic and the numbers in Arabic.
