How to File a Complaint Against a Telecom or Internet Provider in Kuwait

Yesterday on Reddit someone published a step by step guide on how to file a complaint against a telecom or ISP in Kuwait and I thought it was important to share here as well. The Redditor probably posted the guide after seeing another post where an Ooredoo customer had the pop up below come up randomly on his phone.

First of all, I’m sure many of you have noticed the frequency of spam that you are receiving on your phones. Or the mysterious charges that are being tacked on to your bills.

So in order for all of this to stop is to start reporting such things to CITRA. What is CITRA? It’s the Communication & Information Technology Regulatory Authority in Kuwait. They have been established as the overall authority over all telecoms & info tech in the country. So nothing happens without their say so.

CITRA is staffed by a lot of qualified and knowledgeable people, I have worked side-by-side with them in the past. Even participated in some of the national infrastructure (overhaul) programs that they are introducing.

OK enough of an intro, what you need to do is to report those spam text messages and the illegal usage of the EAS system for advertising. The people receiving those complaints at CITRA do actually investigate each and every one. So go ahead and visit the Complaints Page, then sign up if you haven’t done so already.

Try to provide as much information as possible when filing your complaint, include screenshots/photos where possible.

Give it a few weeks for your complaint to be reviewed then actioned on.

Most of all, don’t worry about any backlash. Nobody is going to come after you and nobody is going to deport you. Telecoms laws were put in place to protect the consumers, so use them to your advantage.

People really need to act and stop these unfair practices by the telecoms in the country.

Not sure why you`re saying that and you don`t bring anything forward to prove it.
I can tell you that I was really surprised how well they followed my case, they used to call me for updates and extra info.

CITRA are responsible of setting policies for tel companies to follow and audit them, they don’t need individuals to file complaints to know that tel companies already abusing their customers.
also what values or services did CITRA bring to the costumers beside outdated service like domain registration ?

I fixed the problem, by requesting Ooredoo to completely disable the digital services option on my line (Even in the app I can’t subscribe to anything).

On the bright side for Ooredoo. They just lunched 5G for all customers, prepaid & postpaid. Just add 5KD per month. No commitment !

Hello, my internet plan has been renewed automatically by ooredoo and I have been complaining about it many times but no positive response. As I didn’t receive any call/message to renew my plan. Shall kuwait police take legal action against it? Please advise further steps. Thanks

Looks like an Ooredoo problem. I had it, my wife had it and my son too and his line wasn’t even in the phone. I called them and asked if there was a ghost in my house subscribing to random services from our phones, when the guy at Ooredoo started arguing that it wasn’t them but us who were subscribing to these services.

I’m not sure I have enough confidence to complain. Zain sold me a 4G router despite there being no 4G service in my area, and then spent a month (and 18 phone calls by me) denying that there was no service. Eventually they admitted it and told me to return the router – but due to them only being open until 4pm in Shuwaikh (the only location I was allowed to return it to) and me being a teacher in Mangaf who works until 3:30pm I had to wait until half term until returning it.

They still charged me for all that time (I had a 5G router from them then that did work so had to pay two contracts) and then I did eventually try and return it they refused to take it back because I was wearing shorts (knee length) which was offensive to the company policy.

I think I’d be too nervous to complain.

They profiled you. they do it to everyone in Kuwait. i’m an American working for the US Army in Kuwait, i walk with shorts into a police station and they help me no problem, same with Ministry paper work. but friends of ours from other countries gets shouted at and told to leave. we were also profiled at the Airport, Police stopping us asking for ID, could not stop apologizing when we gave him U.S Passports with our ID cards from the Military base.

I’ve been overcharged by Ooredoo, both mobile router and phone. Having the 1tb package I was given for 2 months and 363gb on the third, I know its a stupid number. overall with the 4d month It comes up to around 90kd with all the data packs I had to pay for to actually just get on with my day. Upon complaining in person, on the phone, online chat and through the direct lines to managers it solved nothing. On my last issue today I was disconnected my service for 40kd overdue when my credit limit is 48 so I called up to request why when there was no ground?Guess what, my phone service got disconnected. I’m pissed AF.

documented all that stuff altogether and to hell with it, I don’t even care anymore this country is a just not a place for services period. (In all aspects)
